立法院副院長蔡其昌日前在台中出席活動時透露，台中市長林佳龍已經正式邀請他，擔任競選連任時的主任委員，而他也毫不猶豫的就答應。「龍昌合作」對民進黨力保大台中繼續執政，有其整合的關鍵及策略意義。
對民進黨內部而言，身為「正國會」系統的林佳龍，最大的連任對手，就是來自「新潮流」的蔡其昌，蔡其昌有立院的基石，和派系的力挺，若無法整合成功，勢必有「一山難容二虎」的疑慮，如今蔡其昌出面接下林佳龍競選連任主委的職務，不但化解黨內分裂的隱憂，對未來蔡其昌力拚接棒林佳龍，也有加分加乘的效果。
林佳龍目前具有執政優勢，聲望不差，就連國民黨內部自評，不管是老將盧秀燕或新秀江啟臣來說，要撼動林佳龍的連任寶座，確實是一大考驗，不如把布局著眼於2022年的下屆縣市長選戰。
蔡其昌要拚接班的「最佳策略」，講個大白話，這次當然是以「力拱盧秀燕、封殺江啟臣」為上上策，若能在國民黨初選，讓盧秀燕出線，就樣就能全力封殺江啟臣，不讓他在大台中有全面練兵的機會。
倘若計畫趕不上變化，江啟臣這次代表國民黨出馬對決林佳龍，當然對蔡其昌的最佳戰略，就是拉大林佳龍與江啟臣的得票差距，若能一舉擊潰江啟臣，也能重創江下次參選的正當性與氣勢。
回過頭來說，蔡其昌這次出馬幫林佳龍抬轎，一方面是順勢而為，一方面當然也是幫自己操兵，有了林佳龍「十年磨一劍」的最佳範例在前面，深耕台中近20年的蔡其昌必更有所感，也讓蔡其昌中部天王角色更加穩固。
